Man arrested after exposing himself to a family

A man exposed himself and brandished a knife at a mother and her children in a Madison neighborhood Tuesday, according to a Madison Police Department report.

The 31-year-old woman spotted the man on 600 block of East Washington Avenue around 6:30 p.m. The police identified the suspect as 58-year-old Waldemar Santiago-Rivera. They arrested him on charges of disorderly conduct while armed, felon in possession of a knife, as well as lewd, lascivious behavior and exposure.

“The man broke a bottle on the ground as the mother shouted for him to stop exposing himself and to leave the area,” the report said. “A short time later he pulled a knife and began waving it around, while continuing boisterous behavior.”

A neighbor who witnessed the event said she also attempted to convince the man to leave the area, fearing he could become violent toward her as well.

Police said the suspect is in custody.
