The FBI issued a kidnapping warrant Monday for David M. Larsen, who the bureau suspects abducted his former wife and two children over the weekend, according to The Capital Times.

FBI agents and officers from the Racine County Sheriff's Department planned to execute the warrant late Tuesday in Wheeling, Ill., where Larsen is being held. Officials said they will bring Larsen back to Milwaukee for an arraignment in U.S. District Court.

Larsen's wife, Teri Jendusa-Nicolai, is recovering at a hospital after being beaten severely. Officials found Larsen's two daughters, four and six years old, Saturday night in a Chicago suburb.

This is the second time Wisconsin has activated the Amber Alert system. Created in 1996, the AMBER Plan was created to broadcast \alerts"" over airwaves to inform entire communities about kidnappings and prevent kidnappings in the future.

Campaign finance reports filed Monday indicate the pro-casino group outspent No Dane Casino more than $7,000 to one, according to the Wisconsin State Journal.

The reports cover spending through Dec. 31 and show the Ho-Chunk Nation spent $935,000 on the Coalition for the Fair Indian Gaming and Revenue Sharing Agreements. No Dane Casino raised $541 and spent $34 since Dec. 31 to buy checks and establish a post office box.

The next finance report is due Monday and will reportedly show an increase in spending for both groups.

The Student Services Finance Committee gave full funding, $658,000, to UW-Madison's Child Care Tuition Assistance Program Monday. CCTAP awards between $375-$1,500 for each student who is also a parent with financial needs.

Before the decision, many single and married student parents said without CCTAP they would be unable to attend college or graduate school and break from a cycle of poverty. However, the SSFC denied CCTAP's request to become non-allocable, meaning the organization would be exempt from gaining funds through student groups. While some SSFC members deemed the organization necessary, many said they thought it fair to leave allocation of student-generated funding to students.
