Community involvement is up in the event planning for the year's
last big party. The Mifflin Street Block Party has been a tradition
for many years at UW-Madison, and the mayor, area alders, police
officers and students are working together to maintain a safe
atmosphere for the event.

Nineteen months after Sept. 11, 2001, a year and a half after
the passage of the USA PATRIOT Act and the same day Iraqi forces in
Baghdad surrendered to the U.S. military, The New York Times
reported that Republican legislators support a bill that would make
the devastating powers granted to the Justice Department under the
PATRIOT Act a permanent part of the arsenal in the war on
terror.

In a 6-3 decision, the U.S. Supreme Court ruled Monday that
states may ban cross burning done with the intent to intimidate.
Yet the Court also ruled 5-4 that cross burning in general does not
imply intimidation.

In the weeks before war broke out, the Security Council chamber
of the United Nations was a scene of debate for issues of dim
concern to world peace-such trivialities as small arms in West
Africa dominated Council discussions. France, one of five nations
seated in prominence at the Security Council, assured that any

Warfare is a savagery that has long inflicted suffering upon the
innocence of man. And still, its evil need not be boundless.
Because of international action the landmine, which used to kill
20,000 people a year, no longer harms so many. We should look to
landmine-regulation as an example while we continue to target other
inhumane weapons like cluster bombs.

On Jan. 17, the Vatican issued a statement compelling Catholic
politicians to oppose laws permitting, among other things, same-sex
marriages. Whether homosexual marriages should be legal has long
been a question in American politics. The morality of same-sex
marriages and homosexual behavior is often debated, but the
question that is seldom asked is this: Should this be a question of
morality or of basic political and legal equality?

I have been elected three times to represent portions of the UW
campus area since 1998--two terms as a county supervisor and one
term on city council--and I have read many editorials in the
student papers in support of my work, and sometimes against. But, I
was truly appalled by the cheap, personal attack by Eric Kleefeld
in Thursday's Daily Cardinal [\Madison council as 'model'
government,"" Nov. 21], which didn't seem focused on any issue of
substance, but rather, appeared to be an amateurish attempt at a
personal hatchet job.

Last week, as I was leaving the Law School after a long day of
studies, classes and meetings, a friend of mine approached me and
said that he liked my column. After I thanked him for the kind
words, he said, \I was wondering if you could write a column about
why Barry Alvarez should be fired."" His chief reason for wanting
Alvarez's departure was his lack of control over his players'as
exhibited by the recent altercations involving senior center Al
Johnson, senior wide receiver Lee Evans and sophomore running back
Anthony Davis.

We have a situation on this campus where the same kind of work
is being done side by side by equally capable employees in equally
necessary positions. One kind of worker is classified as permanent
and therefore is entitled to a higher wage, union representation,
job protection and a benefit package including health sick pay and
pension that is worth about $4 an hour.
