"If you look at the underpinning, in many cases Ferguson was a debtor’s prison,” Floyd Rose, president of 100 Black Men of Madison, said in a press conference Tuesday. "It was a situation where democracy was not in place. If you look at who comprises the Grand Jury versus who lives in the city, there is a disparity that you can trace back to legal or policy matters.”
