An intoxicated Madison man struck and then knocked a 22-year-old woman to the ground on the 500 block of State Street in the early hours of Thursday morning, according to Madison Police Department Public Information Officer Joel DeSpain.
The suspect, Joseph Reines, 26, allegedly struck the woman across the face with a belt, causing her to fall and cut her hand on glass. Reines continued to kick her, stopping her from getting up off the ground.
Once she was able to stand up, the woman slapped Reines in the face. Paramedics then transported her to the hospital. Police arrested Reines, who was identified by a witness from the scene, according to the report.
