A man pushed a female from behind and proceeded to lift up her skirt Friday afternoon on West Gilman Street, according to a Madison Police Department incident report.
The report said the woman was walking along the 100 block of West Gilman Street around 3:45 p.m. when the stranger approached her.
A few men chased the suspect, who fled temporarily. The victim provided officers with a description of her assailant, and he was later located near State Street around 6:20 p.m, according to the report.
Nicholas D. Tarter, a 21-year-old from Illinois, was tentatively arrested for lewd, indecent behavior and disorderly conduct, according to the report.
