Gov. Scott Walker's budget-repair bill passed the Assembly early Friday morning in a 51-17 vote that occurred so quickly, 28 Assembly members did not have enough time to cast their votes.
The vote will now move to the Senate, but there will be no progress until the 14 Democratic senators return.
