The park features a visitor center that is open seven days a week, which will have workers  who can answer questions about the city and give out maps. The visitor center also has public bathrooms and an ATM that was the source of some controversy.

According to a Madison city ordinance, the park was originally one of only two places on State Street where panhandling was allowed. However, panhandling is prohibited within 50 feet of an ATM.

In addition a rule bans people from entering the park after hours, among other regulations.
