A security company remains unhappy with the city and Mayor Dave Cieslewicz over withheld paychecks, and it remains to be seen if it will receive any money at all.
The private security staff, APA of Madison Inc., was hired by the city for the sole purpose of helping out the Madison Police Department on Halloween. Yet the firm's employees have not been paid because of a legal battle being waged against the owner of APA.
Byron Bishop, owner of APA, was the only firm to place a bid to the City Parks Department for Halloween on State Street. Bishop told the city 100 workers would be deployed to do miscellaneous jobs for the event Saturday night. In return, the Parks Department promised $12,600 to APA.
However, according to Madison officials, Bishop provided 60 personnel, instead of the promised 100. The report also said that the security firm has a troubled past, citing that Bishop owes nearly $40,000 in back taxes.
Bishop has also been known for not paying workers and recently had his license suspended for such a case back in January.
