Man that spurred lock ordinance sentenced

The man who attacked two women in the same day and motivated the Madison City Council to pass a lock ordinance last year was sentenced to 73 years in prison, the Wisconsin State Journal reported. 

 

 

 

Dane County Circuit Judge David Flanagan sentenced Johnny Brown Wednesday. He would be 108 years old when released from prison. 

 

 

 

About three hours after raping a woman in the basement of her Randall Avenue apartment and nearly suffocating her with a plastic bag after she refused to forgive him, Brown assaulted another woman at her home on Jennifer Street.

Brown dragged the second woman back into her apartment but stopped the attack when she demanded that he look her in the eye and recognize her as another human being. Brown later told police the woman made him feel ashamed. 

 

 

 

\This was a cowardly act that you did, twice,"" Flanagan told Brown. ""It was vicious."" He gave Brown the maximum sentence on two of the convictions-second-degree sexual assault and first-degree recklessly endangering safety-and near-maximums on two of the other four convictions.
