President Bush urged Europe Monday to become a full partner in his vision to spread freedom across the globe, calling the expansion of democracy the best way to dispel the deep resentments that foment terrorism.

Speaking to an audience of a couple of hundred that included many diplomats and academics at the elegant Concert Noble Hall here, Bush said that in the near term, Europe and the United States must stand together to end the conflict between the Palestinians and Israelis.

Bush's speech came during the first working day of his visit to Europe, which White House officials have billed as a mission to repair the damaged relationship between the United States and Europe.

UW-Madison research on local newscasts has led Sen. John McCain, R-Ariz., to submit legislation tightening the Federal Communications Commission's process of licensing broadcasters, according to a report released by the Wisconsin Democracy Campaign.

Along with the University of Southern California's Annenberg School of Communication, UW-Madison researchers assessed the evening news broadcasts in 11 major media markets for the 29 days leading up to the 2004 election, according to the Milwaukee Journal-Sentinel.

The research found local evening newscasts spent far less time covering the 2004 elections than they did reporting on sports, weather and accidental injuries.

The study also found that eight times more local evening news coverage was given to accidental injuries than to local political campaigns, prompting McCain to joke that the only way for a local candidate who lacks money for advertising to get noticed \may be to have a freak accident.""

A man in Philadelphia allegedly stripped naked, bit a police officer and stole a police cruiser which he subsequently crashed in an escape attempt Monday, according to the Associated Press.

Officers found the man, who drew complaints from some North Philadelphia residents for screaming in the street at 1:30 in the morning, running through the snow in his bathrobe.

The Associated Press reported that as the officers gave chase, the man shed his robe, allegedly bit a female officer on the arm, climbed into her patrol car and hit the gas. He drove only a few blocks before crashing the cruiser into several parked cars, police said.

The suspect faces charges including car theft and assault.
