The city of Madison may have to pay fees to the state Department of Natural Resources because it committed six violations of state environmental laws, the Wisconsin State Journal reported Tuesday.

The DNR claims city engineering, parks and water utility departments committed the violations, which include filling in a wetland, illegally discharging stormwater and altering environmentally sensitive areas without permission.

The DNR sent a letter to Mayor Dave Cieslewicz claiming the city has \long term pattern violations"" of state water quality laws.

Fines for some of the violations could reach up to $10,000. City Engineer Larry Nelson said the city plans to cooperate with the DNR. Cieslewicz's Chief of Staff Janet Piraino told the State Journal the city will employ an environmental lawyer to deal with the case.

Charles McKinley, 25, took a trip Saturday from New York City to Dallas, Texas-in a box.

According to reports, a co-worker of McKinley's helped seal him in a crate and shipped him out of the Bronx, New York City telling the shipping company, Kitty Hawk Inc., the crate was filled with computer monitors.

A grounds shipping company called Pilot Air Freight delivered the crate to McKinley's parents' home in De Soto, Texas.

However, when removing the crate, the delivery person noticed McKinley's eyes through the wooden planks and presumed the crate carried a human carcass.

Upon eye contact, McKinley broke the crate and the delivery person notified police.

Currently, police have McKinley in custody at the Dallas County Sheriff's Department. The FBI and Transportation Security Administration agents are investigating the illegal trip.
