Instead of accepting Gov. Scott McCallum's Budget Reform Act, which would greatly reduce the amount of money local governments would receive from the state, the Wisconsin Counties Association revealed its own answers to the current budget problem Tuesday.

The measure would compensate for the reduced cutbacks in shared revenue by freezing General Purpose Revenue appropriations and ending a number of sales tax exemptions.
""Our eight-point proposal balances the $1.1 billion deficit and does so without destroying shared revenue or touching big-tobacco settlement funds,"" Mark O'Connel, executive director of WCA, said. ""This in-depth, fair plan is a realistic and workable alternative that both controls spending and provides for an actual sales tax rate cut.\
