\Certainly water was circulating in the upper part of the Martian crust within the last billion years,"" said Brian Hynek of Washington University in St. Louis. ""And even until today, water seems to be an important agent in some places on the surface of Mars. That would argue for [water very near the surface] on a lot of the planet.""
Although water on Mars is not a new theory, this study will give a better sense of when that water played an important role.

Since the river valley networks appear to follow current land forms, Hynek now believe that water was an important factor in the past four billion years, when volcanic activity made for a suitable environment.
