Man tasered, arrested on Memorial Union Terrace

UW-Madison Police Department officers tasered and arrested a man on the Memorial Union Terrace Wednesday afternoon.

The man, identified by his ID as Charles A. Blisset, 32, was reported by union staff to be lying conscious but unresponsive on the ground near Lot 1, according to a UWPD incident report.

When UWPD arrived, the man ran away from the officers, eventually turning “belligerent” and throwing a terrace chair at them. After one officer deployed his taser, Blisset was restrained and arrested.

Blisset was booked into the Dane County Jail with a blood alcohol content of 0.24 percent and was charged with Resisting/Obstructing.
