A 20-year-old resident of downtown Madison reported a sexual offense Wednesday morning following an inappropriate encounter with a stranger, according to a Madison Police Department incident report.
The victim told police the suspect passed her, reached down and made inappropriate contact with her on the 500 block of N. Frances Street at 11 a.m. The report said the victim was on her cell phone at the time of the incident and was unable to obtain a good description of the suspect.
The report describes the suspect as a possibly Hispanic male last seen wearing a winter coat and carrying a backpack.
